City of Lacombe defers utility payments, taxes, for three months

After receiving an update on the City of Lacombe’s strategies to support Provincial efforts on the COVID-19 Pandemic, council directed administration to implement the following community economic supports to mitigate the impacts of the outbreak on residents and local businesses:
• Defer utility payments for three months, effective April 2020
• Defer the Tax Installment Payment Plan System (TIPPS) property tax payments for three months, effective April 2020
• Defer the Property Tax Deadline from June 30 to December 31, 2020.
5.2 Bylaw 477 – Supplementary Assessment Council approved Bylaw 477, the Supplementary Assessment Bylaw, after giving it second and third readings The City levies taxes twice a year.

The general tax levy is charged in the spring and is based on the annual
assessments prepared as of December 31st of the previous year. However, the general tax levy does not account for properties constructed and completed after that date. To account for these properties and ensure fairness and equity amongst all properties, the City issues a supplementary tax levy each year.

Council approved Bylaw 478, authorizing the establishment of a $3.5 million line of credit, after giving it second and third readings. The line of credit is meant to cover any operating cash flow issues that might arise due to the timing of expenditures and the collection of the annual taxes.


Land Use Bylaw Amendment: Paint and Autobody Use in the University Commercial District Council amended Bylaw 400.29 section 1(a) to read: Adding “Autobody and paint shop in Unit 11, Plan 062
8084 up to May 1, 2022” to the list of permitted uses in the (UC) University Commercial District. Council then gave first reading to Bylaw 400.29 as amended, and scheduled a Public Hearing for the bylaw at 5:30 p.m. on Monday, April 27, 2020.

Council passed a resolution to cancel the Monday April 6, 2020, committee of the whole meeting.

Council reappointed Bradley Freeman to the Affordable Housing Strategy Steering Committee for a term ending December 31, 2021.

Council approved the Respectful Workplace Policy, effective March 23, 2020. Council then rescinded the existing Positive Work Environment Policy 14/121.01 2014, effective March 23, 2020.

Councillor Hoekstra introduced the following motion: “To investigate and gauge the future level of municipal support for the activities of the Lacombe & District Rikubetsu Society.
